“Cracolândia” drug addicts have already spread to more than 20 different areas in São Paulo
Five days after a police operation in Cracolândia (Crackland) in the center of São Paulo, drug addicts have spread to various parts of the region, such as Paulista avenue, as well as the space underneath the João Goulart overpass, which is also known as the Minhocão.
The officers from the GCM (the Metropolitan Civil Guard) have accompanied the movement of those who belonged to the “flow” (fluxo) – a term used to describe outdoor areas where people negotiate and consume drugs.

Resolução comentada

Have spread e have accompanied estão no present perfect.

A estrutura have/has + particípio passado caracteriza o present perfect. 'Have spread' e 'have accompanied' seguem esse padrão e indicam ações passadas com relevância no presente.

Análise das alternativas

A) O simple past usaria a forma passada sem 'have'. B) O futuro exigiria 'will' ou 'going to'. D) O past progressive seria 'was/were + -ing'.

Referência: Gramática da língua inglesa: present perfect.
